The queries you have written are different.
OFFSEt_BY function offsets the metric by a given period. In this case, it is offsetting high price by 13 days and 34 days. So essentially your query is “Screen stocks where high 13 days ago > high 34 days ago”.
Period high function calculates the high during a given period. So your second query is "Highest High in the last 13 days > Highest High in the last 34 days). This is kind of mathematically impossible. Highest high in last 34 days will always include last 13 days and hence, highest high in last 34 days will always be greater than or equal to (in case high has been made in last 13 days) highest high in last 13 days.
